The following is my professional opinion as a Chartered Engineer and Doctor of Engineering at Bradford University familiar with the development of new projects both for the University and for external companies.

The Signed Development Definition is a concise statement comprising of 8 parts which are needed to firstly design and then to build a system as yet to be created and written in such form so that their provisions would be CLEAR TO ANY ENGINEER.

THE SAID ITEMS ARE THE FULL BUILD INSTRUCTIONS AND ALLOW THE PERSON WHO HAS THEM TO BUILD THE SAID SYSTEM IMMEADIATELY.

THESE ITEMS MAKE UP THE DEVELOPMENT.

THESE BLUEPRINTS ARE THE VALUABLE PART OF ANY CONTRACT, the prototype being only one part and being of NO value without the blue prints. It is these blue prints which inform the party who contracted the work if all is as it should be, that is, if all the work is complete and correct.

In my opinion, if a prototype has been delivered then these eight items MUST have been adhered to for the specific system to have been correctly developed as per this signed document.

The blue prints should correspond to the prototype and the prototype to the blue prints in every way or extra notes should be provided indicating any changes from the blue prints together with reasons why. All the eight parts are like a jigsaw in that ALL parts are required to be able to complete the build. Any single item missing of any part, no matter how small,

whether on purpose or by mistake, will take many hours to locate and will incur a cost penalty.

If the prototype was correctly made then NO item should be missing as the prototype should have been made with the same blue prints. It should cost very little (tens of pounds) to reproduce the said blue prints and this should be possible in a matter of days.

ALL BLUE PRINTS SHOULD BE ABLE TO BE PROVIDED ON PAPER.

Although the blue prints can be reproduced by the developer at will, like any other PROPERTY PAID FOR, they belong to.the-person who paid for them to be made, and, must not be passed to third parties.

The said items would normally be delivered on completion of any contract or development, whether this document was available or not.
